BIOS


Ms. Cynthia Lee currently holds the position of Program Manager (PM) in the HQ, Army Office of Small Business Programs with responsibility over the Women-Owned Small Business Program and the Small Disadvantaged/8(a) Business Program. She is also the Department of the Army representative on the Federal Acquisition Regulation Small Business Council. She has held the position as PM for the past 7 years. Prior to her current assignment, she served as an Army Command Associate Director, Office of Small Business Programs for 13 years. 

She started her procurement career in 1987 as a DOD intern, Ft Monroe, VA. Since that time, her career has progressively developed through varying procurement assignments as Contract Specialist, Contract Administrator, Contracting Officer to her current position. Her assignments have included Ft Benning, GA; Ft Dix, NJ; the Baltimore District Corps of Engineers (Ft Belvoir, VA Section), Defense Supply Service-Washington, Pentagon; the Military District of Washington, Ft McNair, DC; and the Army Contracting Agency, Fort Belvoir, VA. 

Throughout her career, she has received numerous performance awards and citations. She is a previous recipient of the Secretary of the Army Award for significant contributions to the Army Small Business Program. 

Ms. Lee holds a Master of Science Degree in Contract and Acquisition Management, Florida Institute of Technology, Melbourne, FL and a Bachelor of Science Degree in Business Administration, Virginia State University, Petersburg,VA. Ms. Lee is a Level III certified acquisition professional and a member of the Defense Acquisition Corps.
