The federal Government does market research using Sources Sought Notices.  They are used to determine if there are two (2) or more capable Small Businesses that can perform the requirements of a planned contract. For this reason, it is vitally important for Small Businesses to respond to Sources Sought Notices to ensure contracts are set aside for small businesses.  Responding to a Market Research can also provide you with exposure to contracting and program offices, and as well as valuable insight on opportunities that you may otherwise miss. Formerly the Director for the Cross Timbers Procurement Technical Assistance Center at University of Texas in Arlington, Gary Harlin spent 15 years where he managed the center, in addition to conducting individual counseling, training and other assistance to small business owners in the procedures necessary to locate and bid on government contracts.   

Gary Harlin is currently the lead for the U.S. Women's Chamber of Commerce and The American Small Business Chamber of Commerce Federal Contracting Support Program.  He provides small business owners with individual counseling, group training, and other assistance in methods and procedures that help increase small business potential winning government contracts.
