Did you know that Washington DC District procures many products and services from suppliers all across the country?

Join Vikki Hawthorne, USWCC National Director | Supplier Development  and subject matter experts from the Office of Contracting & Procurement, Washington DC District for the informative session :Small Business Contracting 101: How the District of Columbia Government Buys.  This workshop is designed to help small businesses understand how the District buys goods and services.  This session will assist small businesses to:

  • Understand the contracting methods used by government contracting officers to buy goods and services
  • Learn about types of contracts and agreements
  • Understand key parts of PASS (Procurement-Automated-Support-System)
  • Know where to find additional contracting resources, including procurement forecasts


Bios and Photos



George G. Lewis is procurement professional with over twenty (20) years of experience managing major acquisitions for various public agencies across the United States.

Currently Mr. Lewis serves as the Chief Contracting Officer for Acquisition Management for the District of Columbia’s Office of Contracts and Procurement (OCP). In his capacity as Chief Contracting Officer, Mr. Lewis serves as a business and policy advisor to the Chief Procurement Officer and Assistant Director of Procurement, Agency Directors and senior managers for acquisition planning and management.

Mr. Lewis is a member of NIGP, National Forum for Black Public Administrators and National Association of State Procurement Officials.



Elizabeth “Liz” Anderson Cadogan is the Business Engagement Manager for the Office of Contracting and Procurement (OCP) of the city of Washington, D.C. Liz is a small business advocate and experienced government affairs leader. She believes that small businesses are the lifeline to keeping today’s cities sustainable. Liz has developed several District- wide initiatives to promote transparent communications between the business community and  procurement teams. She promotes teamwork and excellence in the delivery of customer service during the procurement process.

Liz obtained a B.S. degree in Political Science and a Master’s of Arts in Sustainable Development.
