The Non-Manufacturing Rule, used by distributors and manufacturers, applies to the set aside programs including the WOSB/EDWOSB Program. The definition of the "non-manufacturer rule" is found in FAR 19.001 but because of its complexity, the non-manufacturer rule is often confusing and difficult to properly apply.
